Good or Bad news

I am not sure this is Good or Bad news.
I saw this advertisement this morning on the wall of a retirement home.
I am not sure if someone feels a good sense but the meaning of "newly released" is not good to me.

Gums everywhere

Almost 5 minutes after someone cleaned the washroom, there were 4 pieces of gum.
People think their urine is capable of solving plastic gums?
